Under what circumstances — including any specific criteria, such as cost-to-benefit or return on investment ratios — do you think tax increment financing districts should be used in Wichita?

Once every single property owner has the same option to finance improvements of their own properties the same way. I’d like a driveway and some landscaping, and some new, energy-efficient wondows, and some more insulation, and a more efficient furnace, and some new stain on my porch, and would love to commission a local artist for a statue or two.
